Minutes of July 15, 2015 approved.

Grey Barn, 22 South Road, (11-51)  The Board reviewed an agricultural irrigation well construction permit application (well A3) prepared by John Clarke.  The well meets drinking water well separation requirements, and was approved by the Board.

Lurie, 2 Gosnold’s Way (14-1, 2A)  The Board considered a well construction permit revision presented by Chris Alley to change the location of the well down by the Beach House.  The new proposed location will prevent having the water line cross the septic line, and increases other separations.  The Board approved the revision.

Lurie, 2 Gosnold’s Way (14-1, 2A) The Board approved a well construction permit application prepared by John Clarke for the main house on the 20+-acre property.  The well is not located in the coastal district and meets all required separations.

Novak/Mespelli, 387 Middle Road (26-127)   The Board reviewed a well permit application prepared by John Clarke for a new well to be drilled on a property which currently shares a well with three other properties. Because the owner wants a pool, it was considered important that the property have its own well to reduce any undue stress on the existing, shared well.  The Board approved the application.

Public Hearing 5:25pm
Friedberg, 1 Azalea Lane (29-5) Chris Alley came before the Board to present a septic system upgrade proposal which requires a public hearing for the following variances: leaching field to property line at Lucy Vincent Road 6’ (10’ required by Title 5; 30’ required by Chilmark BOH Regulations);  leaching field to property line AP29-6 25’.
The Board noted that no communications from the abutters notified about the hearing have been received by the Health Department, and that the property requiring the 6’ separation is partly owned by the Friedmans.  Mr. Friedman noted that neighbors had assured him of their approval of his proposed septic system upgrade.

The original septic tank and pump chamber will be pumped dry in the fall and manually inspected for soundness; if they prove to be sound, they would not be abandoned, as their excavation would be extremely destructive to the terrain immediately surrounding the house.   The Board approved the plan, and will be informed of results of the tank inspections.

Lurie, 2 Gosnold’s Way (14-1, 2A) Chris Alley presented a septic system construction plan for a new system which does not require variances.  The Board approved the permit.

Stanley, 260 South Road (24-175) Chris Alley presented a septic system upgrade proposal for a three-bedroom house and two bedroom guest house, both of which are currently using cesspools.  There is a detached bedroom and garage with no plumbing on the property, and a small shack which appears to have plumbing.  The proposed upgrade will include two 1,500 gallon tanks, one to serve the 3-bedroom main house, and one for the two-bedroom guest house.  A proposed ejector pump will lead from the detached bedroom to the main house inlet pipe, and a 770 gpd leaching system will serve the property. The Board approved the proposed plan.

Birnbach, 6 Arbutus Way (25-60)   Chris Alley presented a septic system upgrade application for a house which is undergoing renovation.  The existing tank and pit will be abandoned, and a six-bedroom system installed.  The Board approved the proposed plan.

Lasser/Adams, 16 Tilton Road (4-12) Reid Silva presented a septic plan revision for an application originally approved on  4/15/2015.  The proposed change is to increase the size of the leaching field by 50% in order to accommodate the biologically rich wastewater produced by a garbage grinder.  The Board approved the revision, noting, however, that underground disposal of enriched wastewater instead of composting is a hazard to the water quality of coastal ponds in Chilmark.

Up Island Holdings LLC, 31 Sheep Hill Road (17-8.3) Reid Silva requested permission to conduct an out-of-season perc test at the property.  An application to install a septic tank and pump chamber for the existing studio, tying into the existing leach-field, was approved by the Board on 6/17/2015, but has not been installed, and the owners would like to build two separate systems instead of the single system shown on the approved plan.  The Board agreed to an out-of-season perc test.

Lighthouse Home Trust, 35 Cranberry Hill Road (20-70)  Reid Silva presented a renovation plan for an existing 2-bedroom house with a proposed 4-bedroom addition.  A 6-bedroom septic system upgrade was approved by the Board on 5/21/2014, but has not yet been installed.  The Board noted that the definition of a bedroom in Title 5 includes that the room “provides for privacy”, and felt that the proposed loft qualifies as a bedroom under this definition.

The Board suggested three options: 1) deed restrict the loft to never be used as a sleeping area;  2) submit a septic plan revision expanding the system to seven bedrooms, or  3) re-model the renovation so that the loft does not provide for privacy.

Chilmark Coffee Co. trailer:  Todd Christy presented the plan for the coffee-service trailer which had been previously reviewed by the Board.  The Board approved the trailer, contingent on a successful pre-operation inspection, following which the permit will be issued and the unit placed in service.
